CODE OF CONDUCT FOR PRINCIPAL, TEACHERS & NON-TEACHING STAFF

THE PRINCIPAL
The Principal of a college has multifaceted roles to play and has to shoulder these multilateral responsibilities having characteristics of a patron, custodian, supervisor and administrator. As the Academic and Administrative Head of the Institution, the Principal has to follow certain codes of ethics in his conduct as proclaimed by the University Grants Commission (UGC) keeping in line with the guidelines framed by the Ministry of Human Resource Development (MHRD) as well as the set of prescripts enforced by the Director of Education, Govt. of Assam.
As the academic head of the institution, the Principal of Udalguri College should strive to uphold the following:
- The ethos of inclusiveness in terms of imparting education in the institution.
- Protect the collective interest of different sections of the institution so that each and all can perform freely and give their highest for the achievements of the institution.
- Equal treatment to all the stakeholders in the College so that scope of any form of discriminatory and disparate practice at any level within the stretch of the College is negated.
- The essence of social justice for all the stakeholders irrespective of their caste, creed, race, sex, or religious identity as within the framework of Indian Constitution.
- Initiate and propagate the spirit of welfare within all the sections of human resources attached directly or indirectly with the College and hence to build mutual confidence amongst them.
- Maintain and promote academic activities in the College in all possible avenues already explored and thus encourage exploration of newer avenues for further academic pursuit.
- Create an environment conducive for research oriented academic parleys and thus promote research activities in the institution to add further to the knowledge pool.
- Uphold, upkeep and enforce discipline in the behavioral manifestation of all the stakeholders of the institution and thus maintain campus-serenity required for academics.
- Promote and maintain the practice of extra-curricular activities amongst the students and other human resources of the institution and thus add to the societal dynamism.
- Work towards the progress of the region surrounding the College so that academic practices may result in community development.
GOVERNING BODY
The Governing Body of the college is responsible for ensuring the effective management of the institution and for planning its future development. As such the GB of Udalguri College shall strive for the following:
- Act to approve the mission and strategic vision of the institution, long-term academic plans and ensure that these meet the interests of stakeholders, including students, local communities, Government and others representing public interests.
- Monitor institutional performance and quality assurance arrangements which should be, where possible and appropriate, benchmarked against other institutions.
- Compliance with the statutes, ordinances and provisions regulating their institution, including regulations by Statutory bodies, such as UGC, as well as regulations laid out by the government of Assam and affiliating university.
- Ensure that non-discriminatory systems are in place to provide equality of opportunity for staff members and students.
- Monitor that the Institution implements the requirements of State and National Governments for reservations of seats and staff positions and provide required support to minority groups.
TEACHNG STAFF
The teachers of Udalguri College, Udalguri are subject to the guidelines provided by UGC for college teachers. As per UGC guidelines whoever adopts teaching as a profession assumes the obligation to conduct himself/ herself in accordance with the ideals of the profession. Every teacher should see that there is no incompatibility between his/her precepts and practice. The national ideals of education must be his/her own ideals.
As such definitive code of conduct for teachers of Udalguri College, Udalguri include the following:
- Should be concerned and committed to the interests of the students; as the foremost aim of the teaching profession is to educate. This attitude should be directed towards the specific needs of each student. He/she should be conscientious and dedicated and if necessary, should help the students beyond class hours without accepting any remuneration.
- Shall not prevent any student from expressing his/her viewpoint although it may differ from that of his/her own. On the contrary, the student should be encouraged. Among other things, a teacher should accept constructive criticism.
- Develop an educational environment with equal treatment to all students irrespective of caste, creed, religion, gender or socio-economic status. There should not be any partiality or vindictive attitude towards any of them.
- The teacher’s aim should be to inspire students to generate more interest and develop a sense of inquiry in the pursuit of knowledge.
- The teacher should instill a scientific and democratic outlook among his students, making them community oriented, patriotic and broad minded. This is a part of her social responsibility.
- The teacher should conform to the ethos of his/her profession and act in a dignified manner. She/he should keep in mind that society has entrusted her/him with their children.
Professional Development and Practices
- It may be conceded that learning has no end. It is imperative that a teacher continuously updates himself in his field and other related ones in order to upgrade himself and the student community. She/he must also acquaint herself with recent methodologies and other applications.
- A teacher must, alongside teaching, pursue research as innovation contributes to the continuous progress and development of a subject. She/he should involve herself in seminars, Workshops where there is interchange of academic topics. A career long professional development is therefore a necessity.
- Developing new teaching strategies and curriculum as well as planning for an upgraded academic system should be an integral part of his professional duties.
- The teacher will have to carry out the Institution’s educational responsibilities such as conducting admissions, college seminars and so on. She should also be participating in extra-curricular activities of the College as in sports, extension activities and cultural programmes. This will generate a holistic development and a congenial relationship with the students.
Professional Integrity
- Teachers must maintain ethical behaviour in professional practice by accurately representing certifications, licenses and other qualifications.
- Honesty should not be compromised in research. Plagiarism is an evil that cannot be accepted at any cost. The aim should be to improve quality of research.
- There should be no conflict between professional work and private practice. Private tuitions should be avoided as they negatively impact upon the quality of college teaching.
- The teacher must respect the confidentiality of all information regarding exam affairs as well as matters dealing with colleagues and students unless legally or legitimately demanded.
Professional Collaboration
- Teachers should be respectful and cooperative towards their colleagues, assisting them and sharing the responsibilities in a collaborative manner
- Teachers should refrain from lodging unsubstantiated allegations against their colleagues in order to satisfy vested interests.
- Teachers should discharge their responsibilities in accordance with the established rules outlined by the higher authorities and adhere to the conditions of contract.
- Teachers should refrain from responding to unnecessary political motivations as they may ruin the sanctity and smooth progress of an educational institution. This is more so as the Institution is located in a vulnerable border area.
- Teachers should accord the same respect and treatment to the non-teaching staff as they do to their fellow teachers. The Institution should hold joint meetings before upholding any decision regarding the College
- Despite the commuting distance, the teachers should refrain from taking unnecessary leave and maintain regularity for smooth functioning of the college.
- Teachers are not allowed to take long leave as it will affect the whole progress of the institution.
- It is expected to avoid involving in personal matters during the working hours
NON-TEACHING STAFF
Being the employees of the Government of Assam, all the support staff of Udalguri College, Udalguri; should follow the code of conduct stipulated by the State Government. The following pertain to the code of conduct of non-teaching staff:
Professional Conduct
- Should acquaint themselves with the College policies and adhere to them to their best ability.
- Should perform the duties he/she has been assigned sincerely and diligently as well as with accountability.
- Should avail leave with prior intimation to the extent possible. In case of sudden contingencies, information on their absence should be promptly forwarded to the College Authority.
- Should not, on any account, undertake any other job within the stipulated office hours. Neither shall he/she engage himself/herself in any trade or business within college premises.
- Should not hamper the functioning of the college by engaging themselves in political or anti-secular activities.
- Should not engage in remarks or behavior that might be considered disrespectful to their non-teaching colleagues, administrative staff, teaching staff or students.
Workplace Conduct
- Should be punctual as their prior presence is required daily for the commencement and smooth functioning of college activities.
- Should be responsible for the proper use and maintenance of college equipment and furniture.
- Should not be under the influence of drugs or alcohol during office hours.
- The support staff often has access to confidential information regarding examination matters and other matters relating to other staff, through official records. It is expected that they respect the confidentiality of such matters.
- They should perform their duties with honesty and integrity. There should be no falsification of official documents entrusted to them.
- Should not engage in any discrimination on basis of gender, caste or religion.
Professional Relationship
Interactions between support staff and students are frequent as for example during counseling, admissions, disbursement of financial aid, examinations and so on.
- On a regular basis the students come into contact with support staff in libraries, science laboratories and computer laboratories. It is expected that they behave in a helpful, friendly and patient manner towards the students.
- The support staff is not allowed to take long leave as it will affect the whole progress of the institution.
- It is expected to avoid involving in personal matters during the working hour

RULES OF DISCIPLINE AND CODE OF CONDUCT FOR STUDENTS
UDALGURI COLLEGE, UDALGURI
PREAMBLE-
Whereas by virtue of Section I of Udalguri College; the Principal has been vested with all the powers relating to discipline and disciplinary action in relation to students studying in the College. In pursuance of the same the Principal has approved the following rules of discipline and proper conduct among the students of the College.
These Rules shall be called “Rules of Discipline and Code of Conduct, Udalguri College, Udalguri”, hereafter referred to as the “Rules”.
APPLICATION OF RULES:
- These Rules shall apply to all students of the College whether admitted prior to the commencement of these Rules or after the commencement of these Rules.
- Any breach of discipline and conduct committed by a student inside or outside Udalguri College Campus shall fall under the purview of these Rules.
- Without prejudice to the generality of the power to enforce discipline, the acts mentioned in Rules shall amount to acts of misconduct or in discipline or both.
- To regulate and enforce discipline among students of the College and to take such disciplinary measures in this regard as may be deemed necessary. All powers relating to discipline and disciplinary action in relation to students shall vest in the Principal.
- These Rule come into force w.e.f.1st of August 2016.
CATEGORIES OF MISCONDUCT AND INDISCIPLINE-CATEGORY-I:
- All acts of violence and all forms of coercion such as gheraos, sit-ins or any variation of the same which disrupt the normal academic and administrative functioning of the College and or any act which incites or leads to violence.
- Gheraos, laying siege or staging demonstrations around the residence of any member of the College community or any other forms of coercion, intimidation or disturbance of right to privacy of the residents of the campus.
- Sexual harassment of any kind which shall also include unwelcome sexual proposition/advancements, sexually graphic comments of body, unwelcome touching, patting, pinching or leering of parts of the body or persistent offensive or unwelcome sexual jokes and comments.
CATEGORIES OF MISCONDUCT AND INDISCIPLINE-CATEGORY-II:
- Committing forgery, tampering with the Identity Card or College records, impersonation, misusing College property (movable or immovable), documents and records, tearing of pages of the administrative section or notices, defacing, burning or in any way destroying the books, journals, magazines and any material of library or unauthorized photocopying or possession of library books, journals, magazines or any other material.
- Hunger strikes, dharnas, group bargaining and any other form of protest by blocking entrance or exit of any of the academic and/or administrative complexes or disrupting the movements of any member of the College community.
- Furnishing false certificates or false information in any manner to the College.
- Any act of moral turpitude.
- Eve-teasing or disrespectful behavior or any misbehavior with a girl student, women staff member/visitor.
- Arousing communal, caste or regional feelings or creating disharmony among students.
- Use of abusive, defamatory, derogatory or intimidatory language against any member of the College community.
- Causing or colluding in the unauthorized entry of any person into the Campus or in the unauthorized occupation of any portion of the College premises, including halls or residence by any person.
- Un-authorized occupation of the hostel rooms or unauthorized acquisition and use of College furniture in one’s hostel room or elsewhere within the campus.
- Indulging in acts of gambling in the College premises.
- Consuming or possessing dangerous drugs or other intoxicants in the College premises.
- Damaging or defacing, in any form any property of the College or the property of any member of the College community.
- Not disclosing one’s identity when asked to do so by a faculty member or employee of the College who is authorized to ask for such identity.
- Improper behavior while on tour or excursion.
- Blockade or forceful prevention of any normal movement of traffic, violation of security safety rules notified by the College.
- Any other offence under the law of land.
- Ragging in any form.
- Accommodating unauthorized guests or other persons in the halls of residence.
- Engaging in any attempt at wrongful confinement of any member of the faculty, staff, student or any one camping inside the Campus.
- Any intimidation or insulting behavior towards a student, staff or faculty or any other person.
- Any other act which may be considered by the Principal or any other competent authority to be an act of violation of discipline and conduct.
PUNISHMENT:
The competent authority may impose any of the following punishments on any student found guilty of any of the acts of indiscipline or misconduct mentioned in Category-I or Category-II as the case maybe.
CATEGORY-I:
- Cancellation of admission or withdrawal of degree or denial of registration for a specified period.
- Rustication up to four semester period and/or denial of entry in any part or the entire College campus.
- Expulsion.
CATEGORY-II:
- Admonition/Reprimand
- Fine up to Rs.20,000/-
- Recovery of any kind, such as scholarship/fellowship, any dues, cost of damages, etc.
- Withdrawal of any or all facilities available to a student as per, Udalguri College Rules (such as Scholarship/Fellowship, hostel etc)
- Stoppage of any or all academic processes.
- Declaring any Halls of Residence, premises, building or the entire Udalguri Campus out of bounds to one found guilty.
- Rustication up to two semesters.
GENERAL:
- No punishment shall ordinarily be imposed on a student unless he/she is found guilty of the offence for which he/she has been charged by a pretrial or any other inquiry after following the normal procedure and providing due opportunity to the student charged for the offence to defend himself/herself.
- In case the Principal or any competent authority is of the opinion that on the basis of
- the available material and evidence on record a prima-facie case exists against a student the Principal may order suspension of the student including withdrawal of any or all facilities available to a bona fide student pending pretrial or any other inquiry.
- Not withstanding any punishment mentioned in Rules, the Principal may keeping in view the gravity/nature of misconduct/act of indiscipline, the manner and the circumstances in which the misconduct/indiscipline has been committed award a punishment in excess of or less than or other than what has been mentioned thereon for reasons to be recorded.
*Students must attend their classes or enter the college campus in full uniform as prescribed by the College authority. Wearing of College Uniform is compulsory for all students. Bodo girl students should wear the stipulated Dokhona as uniform. Wearing of cap (except for unavoidable reasons) and other objectionable dress is strictly prohibited inside the college campus. Violation of uniform dress code would result in the instant ouster of students from the Class/College.
*Use of motor vehicles within the College campus other than the parking area and use of mobile phone inside class rooms is strictly prohibited.
*Use of vulgar language, loitering, gathering and shouting in the College is strictly forbidden.
INTERPRETATION:
In case any dispute arises with regard to the interpretation of any of these Rules, the matter shall be referred to the Principal, whose decision there on shall be final.
